食品安全监管成本研究的新进展

Advances in Food Safety Regulation Cost Studies

摘要:

食品安全事关每个消费者的健康，直接关系消费安全乃至生命安全。在国内食品安全事件却频繁发生，涉及药品、乳品、肉类、果蔬、蛋禽等众多与生活息息相关的重要行业。为此，加强食品安全监管势在必行，然而食品监管也需考虑在最优监管强度下实现“监管成本”和“监管收益”的均衡。在此背景下，系统梳理国际上食品安全监管成本的相关文献，从HACCP系统、成本收益分析、输出定向分析函数、交易成本分析、食品可追溯系统等五个方面进行综述和评价，为我国食品安全监管提供了六个启示。

Abstract:

Food safety is closely linked with every consumer' health, directly bound up with the life safety and consumption safety. Food security incidents have occurred frequently in China on some important industries necessary for life which involve drugs, dairy products, meat, vegetables, eggs and poultry. Thus, it is imperative to strengthen the food safety supervision. However it is essential to consider the optimal regulation equilibrium between "regulatory costs" and "regulatory gains" . In this paper, the international food safety regulation cost was summarized from the perspective of HACCP system, cost-benefit analysis, output directional distance function model, transaction cost analysis, and food traceability system. On that basis, the inspiration for food safety assurance was presented.
